Description:
Sealed Bids for the construction of the 2018 USDA Pipeline Replacement Project - Phase III will be received, by the City of Big Bear Lake, Department of Water and Power (DWP) at the office of the DWP on Tuesday, February 09, 2021.  There are two separate packages (Package A and Package B) that will be bid and separately awarded.  Bids will be received until the times listed below for each package and will be publicly opened and read.

Package A - 10:00 a.m. local time
Package B - 10:45 a.m. local time

Package A consists of constructing approximately 5, 825 linear feet of new 12-inch watermain within Caltrans and local Right-of-Way.

Package B consists of constructing approximately 10,268 linear feet of 8-inch watermain within local Right-of-Way.

Bids for each package will be received for separate single prime contracts.  Bids shall be on a lump sum/unit price basis as indicated in the Bid Form.

A pre-bid conference will be held at 10:00 a.m. local time on January 22, 2021 at the DWP office located at 41972 Garstin Drive, Big Bear Lake, CA 92315.  Attendance at the pre-bid conference is mandatory.  The pre-bid conference will cover both packages (Package A and Package B).

Qualifications:
Prospective bidders shall be license contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each bidder shall have a Class A or Class C34 California Contractor's license.

Bidders shall submit proof of qualifications to perform the Word as described in the Instructions to Bidders.

Special Requirements:
Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securitie4s for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.

American Iron and Steel requirements apply to this project (Section 746 of Title VII of the Consolidated Appropriations Act of 2017 [Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017] and subsequent statutes mandating domestic preference.

All listed iron and steel products used in this project must be produced in the United States.

The term "iron and steel products" means the following products made primarily of iron and steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.

The de minimis and minor components waiver apply to this project.
